The new withdrawal agreement sets the conditions for the UK`s withdrawal from the European Union, with amendments to the Northern Ireland Protocol, to eliminate the so-called “backstop” and replace it with rules in line with the government`s objectives. The new political declaration sets out the framework for future relations between the European Union and the United Kingdom and reflects the Government`s commitment to an ambitious, comprehensive, comprehensive and flexible free trade agreement with the EU, accompanied by a comprehensive and balanced security partnership. These new versions of Ireland`s protocol and political declaration and political declaration, which reflect the outcome of the negotiations between the UK and the EU, were presented to the European Council in October, which took place from 17 to 18 October 2019. 176.Article 16, the security provisions invoked, allows both parties to unilaterally take “reasonable guarantees” when the application of the protocol entails “serious economic, societal or ecological difficulties”. These safeguards must be “limited” in their scope and “strictly necessary” to remedy the exact situation.179 A procedure for regulating the imposition of safeguards180 is contained in Appendix 7 of the protocol. The Brexit Withdrawal Agreement, officially titled the UK`s withdrawal agreement from Britain and Northern Ireland from the European Union and the European Atomic Energy Community. is a treaty signed on 24 January 2020 between the European Union (EU), Euratom and the United Kingdom (UK)  which sets the conditions for the UK`s withdrawal from the EU and Euratom. The text of the treaty was published on 17 October 2019 and is a renegotiated version of an agreement published six months earlier. The previous version of the withdrawal agreement was rejected three times by the House of Commons, leading Queen Elizabeth II to accept Theresa May`s resignation as Prime Minister of the United Kingdom and appoint Boris Johnson as the new Prime Minister on 24 July 2019. On the European Union side, the European Parliament also approved the ratification of the agreement on 29 January 2020 and the Council of the European Union approved the conclusion of the agreement by e-mail on 30 January 2020.  That is why, on 30 January 2020, the European Union also tabled its instrument for ratifying the agreement, concluding the agreement and allowing it to enter into force on the date of the UK`s withdrawal from the EU at 11 .m.
